The Odisha Legislature established the Sambalpur University Act on December 10, 1966, to realize the people of Western Odisha's long-held ambition of establishing a university. The University began operations on January 1, 1967, with Prof. Parsuram Mishra as the first Vice-Chancellor. Hon'ble Chancellor A.N. Khosla dedicated the University on January 4, 1967. The University began operations in 1967 in a rented private facility in Dhanupali, Sambalpur, then from 1968 to 1972 in a government building in Ainthapali, Sambalpur. The University was relocated to its current campus, Jyoti Vihar, in the year 1973.
The University's jurisdictional authority includes six districts in the state of Odisha: Sambalpur, Sundargarh, Jharsuguda, Deogarh, Bargarh, Boudh, and the Athamallik Sub-Division of Angul.
Jyoti Vihar University offers Post-Graduate education in twenty-seven topics through Twenty Post-Graduate Departments.
The University Post-Graduate Departments offer a one-year study program for the M.Phil Degree, a two-year study program for the Degrees of M.A. / M.Sc. / LL.M. / Business Administration / M.Lib & Inf. Science, a one-year P.G. Diploma Course in Computer Science & Application, and a three-year course in M.C.A. and Executive M.B.A.
The University has granted Autonomous Status to the P.G. Departments of Chemistry, Biological Sciences, History, Economics, Library & Information Sciences, and Mathematics. They use a semester system with continual evaluation. They pursue their own educational paths.
The University Campus has ten Post-Graduate Hostels, four of which are Lady's Hostels and six of which are Gents' Hostels. The University provides numerous amenities to boarders at the Hostels, such as a common room with a television, a reading room with newspapers and magazines, a guest room, first aid, an STD telephone booth, and so on. For the advantage of students, the Central Canteen has been established near the Hostel Campus. In addition, two Nationalized Banks, one Post-Office, one Health Centre, one Auditorium, one Police-Out Post, one Faculty House, and one Community Centre have been erected on the University Campus to serve students/teachers and staff.
The establishment of the Directorate of Distance Education (DEC), Private Education Cell (PEC), One Nodal Computer Centre, Academic Staff College, University Yoga Centre, and Professor Bhubaneswar Behera Central Library are acting as wheels for the University system and will propel the University quickly towards the noble boon for which these were established.
The Directorate of Distance and Continuing Education began in 1998 with solely on-campus courses in partnership with Sambalpur University's P.G. Departments.
The Department of Distance and Continuing Education launched BCA, PGDCA, and PGDIT courses in the year 2000.
The Department of Distance and Continuing Education began offering MCA (Direct and Lateral), DCA Courses, and other courses in 2003.
The D.D.C.E. began offering floating MBA (Off Campus) full-time courses in 2006.
