The Radhakrishnan University Education Commission of 1949 emphasized the importance of creating Agricultural Universities in India. After that, an Indo-American team led by Dr. K.R. Damle (1955), then Vice-President of the Indian Council of Agricultural Research, proposed a system of education for Indians modeled after the Land Grant Colleges of the United States. The Planning Commission Committee recognized the lack of skilled employees for significant production in agricultural operations and established research, education, and extension in agriculture, animal husbandry, and associated disciplines. These ideas eventually led to the establishment of agricultural universities to achieve the combination of teaching, research, and extension.
Dr. J.H. Longwell of the University of Missouri visited Orissa in 1956 and met with the State Government, resulting in a contract between the Government of India and the University of Missouri to offer support to the State's Agricultural and Veterinary Schools. In 1960, a decision was made to construct an Agricultural University in Orissa following the model of the Land Grant Colleges of the United States, and Dr. Ide P. Trotter joined the Utkal Krishi Mahavidyalaya as a consultant in Educational Management on April 1, 1960. In 1961, President Elmer Ellies of the University of Missouri visited the Agricultural and Veterinary Colleges of Orissa and discussed the development of the Orissa University of Agriculture and Technology with the State Government.
