The entire State of Odisha shall fall within the purview of the Odisha State Open University. The University will concentrate on teaching, research, and training using a variety of distant learning and continuing education methods, including the utilization of cutting-edge educational technology that is accessible to the general public at reasonable prices. The University's degrees, diplomas, and certificates will be considered equally with those from other universities created by centers of power or governments and accredited by the UGC. The focus will be on skill-based education to improve students' employability. The emphasis will be on teacher education, business & management studies, computer science courses, engineering science (short-term), paramedical courses, agricultural, and foreign language courses in addition to skill-based and vocational courses.
Add-on courses will be made available to students who have previously been admitted to the state's undergraduate and graduate programs. Disadvantaged groups must make the cost that will be collected from students acceptable and affordable. The Odisha State Open University must adhere completely to all rules and regulations established by governing agencies including the UGC, AICTE, NCTE, BCI, DEB, and MCI, among others, when conducting academic programs.
The University's Chancellor is the Governor of Odisha. The Chancellor is the State Open University's president by virtue of his position.
Sambalpur will house the university's main administrative offices. The Open University must build Regional Centers and Study Centers around the State using the infrastructure already in place at Government/Govt Aided Colleges and other institutions in order to carry out its purpose.
