The Harichand Guruchand University (HGU) was established by the West Bengal State Government by incorporation of the Harichand Guruchand University Act, 2018, West Bengal Act XXVII of 2018, Part-III, Acts of the West Bengal Legislature, Law Department Legislative Notification, published in The Kolkata Gazette (Extraordinary), on January 2, 2019. This act places an emphasis on strengthening the educational infrastructure of North 24-Parganas and the surrounding districts of West Bengal.
The Dalit groups in the broader undivided Bengal presidency have Sri Sri Harichand Thakur and his son Sri Sri Guruchand Thakur to thank for saving them or showing them the way. They are remembered for their outstanding contribution to the uplift of Bengal's untouchables.
The foundation stone for Harichand Guruchand University was laid on January 11, 2019, in Thakurnagar, North 24 Parganas, West Bengal by the Hon'ble Chief Minister of West Bengal, Smt. Mamata Banerjee, in honour of such legends and the Matua community's decision to become enlightened through knowledge.
This university was founded with the specific intention of bridging the higher education gap and fostering scholarly inquiry into the social and cultural concerns facing the Matua community. Prof. (Dr.) Tapan Kumar Biswas, a professor in the Kalyani University Department of Folklore, was appointed as the first Vice-Chancellor of the Harichand Guruchand University on January 30, 2021, with this exact goal in mind.
He is a well-known professor who has published numerous studies on the Matua people and their cultural legacy. Currently, 8.8 acres of land in Chandpara in North 24 Parganas have been designated by the State Government for the construction of university facilities.
To conduct administrative and academic business of the university until then, a temporary arrangement has been devised at P. R. Thakur Government College, Thakurnagar, North 24 Parganas-743287.
The university's first phase saw the addition of three faculties: science, the arts, and education. There are plans to open other schools of study in the near future.
