On July 24, 2014, State Legislature Act 28 of 2014 established CSRU, which has a large campus of 75 acres near Jind's Gohana Bypass. The university was founded with the goal of providing high-quality education by fostering an environment that is most conducive to the creation and sharing of knowledge, guided by original thought, scientific inquiry, supreme human values, sustainable ecological, and democratic ethos. The University seeks to develop leaders and servants in all facets of human endeavour by cultivating citizens with a deep understanding of our heritage.
According to letter no. 9-12/2014 (CPP-I/PU) dated September 26, 2014, the University is affiliated with the UGC under Section 2(f) of the Act, and it is a part of the Association of Indian Universities. According to section 12(B) of the UGC Act, the University is acknowledged by the UGC as being eligible for central aid as of January 3, 2018. The university has made a lot of progress in just four short years. On April 18, 2017, the university celebrated its inaugural convocation. The Convocation Address was given by Prof. Kaptan Singh Solanki, the Governor of Haryana, who was also the Chief Guest. Guests of honour included Smt. Prem Lata, MLA, Ch. Birender Singh, Minister of Steel for the Government of India, Sh. Ramesh Kaushik, Member of Parliament, and Sh. Jasbir Deswal, MLA.
During the Convocation, the university conferred 14 Gold Medals, 13 M.Phil., 289 Postgraduate, and 289 Undergraduate degrees.
