After being split off from the then-existing Bihar University (now B.R.A. Bihar University) Muzaffarpur, Jai Prakash Vishwavidyala (University) was created on 22.11.1990 by the passage of Section 3(b) of the Bihar State Universities Act, 1976 with its headquarters in Chapra. The University's territorial reach extends to the entire Saran Division, which includes the three districts of Chapra, Siwan, and Gopalganj. The colleges in these districts were moved automatically to Jai Prakash University, Chapra. There are a total of 21 constituent institutions, including 2 deficit grant colleges and 11 associated colleges (including one minority college). There are a few professional colleges among the proposed colleges.

All of the aforementioned constituent colleges that make up J.P. University, Chapra presently used to fall under the purview of the former Bihar University, Muzafarpur. These Colleges were already operational and founded before J.P. University even existed. The oldest college in this university, Rajendra College, was founded in 1938 and holds a special status in the sphere of higher learning. The Bihar government has chosen to expand this college to include a Center of Excellence and Community College. According to Section 12(f) of the U.G.C. Act, every Constituent College is registered with the U.G.C. and is eligible to receive financing from the U.G.C. Seven institutions from this university have been chosen by the Department of Science & Technology, Government of India, as part of a special package to the state of Bihar for laboratory upgrading etc. For this purpose, each college will receive Rs. 50 lakh.

There are a total of 17 P.G. Departments that have demonstrated their expertise in providing students with access to high-quality education in the field of higher education as well as possibilities to do research that meets international standards and current needs.

The J.P. University, Chapra, has succeeded in putting its core mission—to give high-quality education to students in this underdeveloped area of Bihar—into action.

Now that they are in a position to pursue higher education and demonstrate their value by demonstrating that they are not lagging behind students from other regions, students from this region who were previously unable to attend other universities within or outside of the State and were forced to stop their higher studies due to financial constraints.

According to several economic assessments by government organisations, academic institutions, and non-governmental organisations (NGOs), a significant portion of families in Saran Division are economically marginalised. The University is working hard to eliminate the gap between wealthy and poor families, not only by opening colleges in the most remote and backward areas, but also by encouraging these colleges to offer vocational training programmes with the single goal of closing the gap between educational attainment and socioeconomic standing of the local population.

Students from Dalit and disadvantaged communities are encouraged to pursue education through this university's distance learning programmes, which are akin to delivering higher education right to their front door.

On the eastern side of Chapra town, 242 acres of land have been purchased in order to build the university campus. The campus is being developed in accordance with the Master Plan created by renowned town planners from around the world.

The UGC approved J. P. University, Chapra, however its constituent colleges had already received recognition before the university. Naturally, the University received UGC grant allocations totaling Rs. 80.50 lakh as a development grant and Rs. 10 lakh as an unassigned grant during the X Plan period.

The University received grants of Rs. 5.00 crore for general development under the XI Plan and Rs. 3.0125 crore under the Merged Scheme. The construction of the Science Block cost 2.5 crores under GDG, and the Social Science & Language - Humanities Block cost 1.5 crores. The University used the Rs. 1 crore in GDG that was allotted for the purchase of books, journals, and equipment.

Over half of all grants authorised for the Merged Scheme's implementation during the XI Plan period have already been given to the University. The Central Library Building, Women's Hostel, Indoor Stadium, and Basic Facilities for Women Building have all begun construction as part of this plan and are currently nearing completion. These buildings will be operational six months after receiving UGC grants. The University is also committed to the initiatives for the guest house, botanical garden, Lok Nayak J. P. Study Center, Bhikhari Thakur Study Center, Human Rights Study Center, beauty of the Jai Prakash University campus and making it greener through tree planting, among other projects. Additionally, it takes seriously the planning of the University's growth during the XII Plan period.

UGC released 1.25 crore in 2012 during the XII plan period, which was used to buy journals, books, and equipment.

From the grant funds, a primary road from the university's main gate to the administration building was constructed. On campus, work on a canteen has already begun, with funding from the State Government as well.

A new era will begin for the students of this backward area in general and for the poor & underprivileged students in particular and they will have all opportunities to have a leap in the pursuit of higher education.
