The Keralan government founded the independent educational institution known as the Institute of Human Resources Development (IHRD) in 1987. The Travancore-Cochin Literary, Scientific and Charitable Societies Registrations Act 12 of 1955 provides the legal framework for the institute's registration. The Institute's rules and regulations as well as its memorandum of association have been carefully drafted with provisions for growth. The Hon'ble Minister of Higher Education, Government of Kerala, serves as Chairman and Vice-Chairman of the Governing Body, which is responsible for the management of the institute. 

The Institute of Human Resources Development is committed to the country's economic growth through the development of its human resources in science, technology, and other fields. On the basis of the maxim "Think Globally, Act Locally," it makes an effort to advance the welfare of the country. It makes an effort to offer consistently high-quality education and training through creative and adaptable programs that are appropriate for the community's current and future needs.
